I have a Handspring visor (Really low-end model) that I use for PocketKanji and the time zone program mostly.
Any phone will store phone numbers and such - some of the DoCoMo phones even have English menus. I use a PHS because they are cheaper and sound better, though the coverage is patchy.

PocketKanji for pPalmOS is really handy to have when you're out and about in Japan. (http://old.mmdc.net/p/jp2.html)
My sister uses Dokusha (http://www.annoyinglycheerful.com/modules.php?op=modload&name=News&file=article&sid=12) on the same model and swears by it.  
Low-end palms and palm-compatables can be had quite cheaply used.  I've never felt a strong need to upgrade, though the Sony Clie I got my girlfriend is quite nifty.
