Correct. That page is in Shift_JIS.

Er, no. My Mozilla says it's Shift_JIS too. (My browser sits in 
Japanese autodetect mode. If I go to a page with ISO-8859-1 set, it
switches to that.)

Like the vast majority of Japanese WWW pages, it doesn't state its
coding. After all, who other than Japanese people would or could read
Japanese WWW pages?
