Yes, but on RHL 7.1, Red Hat have made RPM packages
supporting multi lingual as single binary/source, that is,
there is no Japanese specific version any more.

Well, they say that ``disc1.iso'' and ``disc1-ja.iso'' have
some differences on the installer for to display languages. 

BTW, on  http://www.jp.redhat.com/products/, you will see 
the expression ``Red Hat Linux 7.1(日本版)'', although it
don't have Japanese specific version. That expression don't
mean ``Japanese specific version'' but ``Product for
Japanese market/customer'' which contain documents written
in Japanese, non-free Japanese input system Wnn6 and some
more.
