With my system (Debian unstable) that works fine if I set LANG to ja_JP.
Interestingly the menus are still english with this. (^_^)
With SuSE I had japanese menus (Which I can't read that well)
if I set LANG to ja_JP.

Aren't the menus determined by whether you downloaded a localized
version of Netscape?

Yep, you've got Japanese typed in Google. How does Goo display on your
system? (http://www.goo.ne.jp). On mine (with Netscape 4.77) mostly the text is Japanese, but some of the buttons are mojibake.

Also, since KDE has controls that supposedly set locale, but I've now
set it not to apply this to non-KDE programs, where should I set LANG to
ja_JP independent of this? (RH7.1)
