Exim Performance

Exim has been running well for the past few months, but Ive noticed
something about it that may need reconfiguring.

When a mail is sent, it takes at least 30 seconds for it to start on its
journey. The final delivery is almost instant, but its this initial wait
thats irritating.

Unless there is very heavy traffic, shouldnt the messages be sent almost
instantly? Some settings in the FAQ on exim.org didnt change anything
although someone mentioned being able to send 30 messages per second
with the same seconds.

This is how the daemon is started:
    exim -bd -q10m

and these are some extra configurations used. Everything else is pretty
standard:
    split_spool_directory
    remote_max_parallel = 15
