it means something's already listening on the port that inetd wants to
listen on for the auth service.  try "netstat -a" to see what's being
listened on.  You may need to change some parameters in the kernel via the
/proc interface in order to tell Linux not to keep sockets in the TIME_WAIT
or CLOSE_WAIT state as long, either.

Some older linux kernels would keep doing this until you rebooted the box,
but I think they fixed that.
