Do you have DNS setup?  Is your Linux box able to successfully
do a reverse lookup of the Win2K machine's IP address?  (And
can it look up its own address?  The long delay establishing
the connection sounds like a reverse IP lookup timeout.)

Do you have access controls (tcpwrappers, xinetd, proftpd.conf,
firewall rules, etc.) on your FTP server that are limiting access
from the Win2K box?
