i dont know if tksysv is still being maintained but it is still being shipped
with redhat linux. a machine here running redhat 6.2 happily runs tksysv and
chkconfig although its not exactly hard to make the symbolic links manually

just looked at ntsysv and it seems a bit limiting. with no facility to define
what will be stopped on shutdown or what will be started in other run levels

i would suggest to the original poster to become familiar with how the symbolic
links are arranged under /etc/rc.d
