This is one resource I've used before about DST.

I can't answer the second question though....

Hi all,

Two related questions:

Anyone know of a maillist or resource that will send you a
list of Daylight savings times and when they start/end in
various countries? I know most countries have rules like
first and last Sundays in various months, but I also know 
that some countries like to surprise everyone every year.

How does linux handle this in those difficult countries?
