This is simply not true for kterm, which understands ISO 2022
natively.  kterm is quite capable of dealing with dozens of languages
simultaneously, as long as ISO-2022 designation conventions are
properly followed.

However, it is not easy to deal with in a Japanized environment, as
you point out, because that presumes EUC-JP as the native file
encoding.
