Linux -> Linux reinstall bootstrap ?

This should be fixed by now.  Simon's method is more reliable, _if_
you can get apt and dpkg to build.  I had problems with an ancient Red
Hat/Sparc Linux.  Probably a more modern distro on x86 should work OK.
