Checked the redhat-6.2 redhat sources. It appears to use the help file
from the lynx distribution and there are two sets of links: one under
www consortium documents that point to w3.org and one under HTML Help
but reffered to as "HTML 4.0 Reference" pointing to htmlhelp.com.

Both w3C and WDG (htmlhelp.com) validators are listed.

Anyway it was my fault to assume "HTML 4.0 Reference"  refers to the
standard.
