In other words, there is no standard.  Also this source for the
"standard" looks pretty unreliable to me:

    Selva> <META HTTP-EQUIV=Refresh CONTENT="10; URL=http://www.htmlhelp.com/">

Evidently they have not only reformatted what's available on
www.w3.org, but have munged it to advertise themselves, too.

This example is not in the 4.01 standard, AFAICT.  Aha!  It is in the
4.0 standard---but with a different syntax!!

I guess the moral is, "do it in Java."  (I have Java\(script\)? disabled
;-)
