I don't know is this applies to all systems, but when I look at /var/log/dmesg 
I can see all of the IDE and SCSI devices (with IDs) that were found at start
up.  [this of course assumes that the devices were powered on at start up]

eg for my old 486 box:

... blah blah ...

hda: WDC AC2540H, ATA DISK drive
hdb: WDC AC2540H, ATA DISK drive
ide0 at 0x1f0-0x1f7,0x3f6 on irq 14

... blah blah ....
