I am waiting for ADSL from Tokyo Metallic.  They advertise 640kbps download
and 250kbps upload on your analog phone line for 5500/month plus a hefty 
setup fee.  It's being offered in certain Shinjuku and Shibuya exchanges
soon (first), with some other wards soon to follow.  

It's a "private IP address", so apparently they will use IP masquerading 
to prevent people on the Internet from initiating connections to your
machine.  For 7 times more a month, you can have a "public IP address"
that you could connect to, if I understand the Japanese writing.

I don't have this service yet, so I can't comment.  See
