  I don't know much about this, but there is a tool called 'pdf2txt'.

  Some limitations still exists in pdf2txt, like avility to decode
encrypted PDF, password problem in PDF, type3 font problem, I heard.

  I don't know this can be used for Shift-JIS PDF, but I think this is
written in perl. I hope this can help you.
