tlug: J email from linux to Win98

More in my continuing struggle to do Japanese email on my Linux system:
My regular method of sending Japanese mail is with GNU emacs 20.4 Cx-m; I
receive it using my non-Japanese-enabled (Japanese disabled?) mail client using
emacs as an external viewer. The amount of Japanese email I get and send is
pretty small so this lousy method is not so terrible.

When I send mail to people with Japanese systems, they are able to read the
mail fine, it seems. However, when I send mail to my wife, who uses US Windows
98, with Outlook with the Japanese IME, it appears to her as dollar signs,
graphics symbols and alphanumeric characters. I think the reason may be that
emacs doesn't include Content-type: (with the encoding) in the header, and
Outlook on a US system assumes US ASCII (or whatever). I tried adding the
header manually, but it caused a mail format error.

Does anyone have any suggestions (aside from using VM, which I can't use
because my mail server is IMAP)?
